Dear Members,
With this letter we would like to inform you about the latest developments in our
Cooperative.
The road construction study was completed and submitted by the designer to the
Directorate of Technical Works of the Lassithi Regional Unit with protocol number 142607 /
25-04-2024 for any comments and approval. The study was handed over to the rest of the
technical designers in order to proceed with the network studies (water supply, electrical
drainage, etc.).
The process of deleting 28 Members who owe more than €3,000 has started and will be
followed by the deletion of Members who owe more than €2,500. This is a necessary action
so that we have a clear picture of the Members who remain in the Cooperative and want us
to proceed with the implementation of the infrastructure projects.

ORDINARY GENERAL ASSEMBLY OF THE MEMBERS OF THE
SECONDARY HOUSING CO-OPERATIVE OF THE TRADERS OF
THE
PREFECTURE OF HERAKLION
To all the members of the Secondary Housing Co-operative of the
Traders of the Prefecture of Heraklion
Ladies and Gentlemen,

You are invited to attend the Ordinary General Assembly held at the
Labor’s Conference Center, located at 10, Dimoktratias Avenue, on
Wednesday 22/3/2023 at 17:30 p.m.
Given that the attendance of at least three fourths (¾) of the total Co-
operative members is required for the General Assembly to be legally
constituted and given the fact that this attendance number is difficult to be
achieved on the above mentioned date, the General Assembly will finally
be held the following Wednesday on 29/3/2023 at the same place and
at the same time. Then the Assembly will compulsorily commence its
work regardless of the number of the members that will be attending
(article 20 of the Charter).
Everyone’s attendance on the 29 th March is compulsory.
AGENDA ITEMS

1. Making a decision to sell the entire area of the Cooperative
due to lack of interest of the Members and for financial
reasons (if a buyer is found and if it is legally possible).
2. Deletion of Members who owe land.
3. Financial Year 2021 Balance Sheet approval.
4. 2023 Budget Approval.

To settle the Members' debt, a settlement can be made in up to 24
monthly installments with a minimum installment of €50.

Dear member,
After almost 30 years of existence of POSENI, we have reached an important turning point,
where most of us should alter our relationship with the cooperative.
In general we inform you, that after the approval of the urban planning study and having
taken the necessary actions (land register, concession of common areas to the municipality
etc.), we commissioned the application studies infrastructure projects (road construction,
water supply, drainage, irrigation, biological, lighting, electrical etc).
It is a fact that there has been a delay in their completion up till now – and the much-desired
raffle of the portions as we had informed you. This delay is mostly due to the two-year
pandemic, which drastically altered the human relations, creating a general relaxation to
everybody, which is partially justified.
After 4 months of waiting for the study of the extension of the network of the Water
Company - research paper by the Water Company – we have just been informed, that it has
been completed and it is being sent to us. Without this study of the extension of the water
network, the studies for the research application for the Electrical studies could not have
been completed, and submitted for approval, because there had to be an extension of
PPC's networks to our area, given that there is still no network available to serve us, due to
saturation of the area. We believe that, barring any unforeseen circumstances, within two
months will have been completed and submitted for approval.
After the approval of the whole package of the application studies, we will be able to
informally proceed with the raffle of the shares.
We expect this period – which is also a pre-election period – the settlement (i.e. reduction)
of the percentage of the initial projects, from 70% to 30 or 40% according to our request to
the government.
We are also waiting for the sewage, the irrigation and biological networks of the
municipality of Agios Nikolaos to join the ESIF, in interdependence of the 2 neighboring
cooperatives the POSENI and the POSYOTE. If these two targets are achieved then the cost
of participation of the members, for the public works will be drastically decreased. (roads -
networks – Greenery etc.) that the participation per portion may fall below 8,000 euros.
Therefore, preparing for the realization – finally – of our vision, we realized for one more
time, that the different circumstances of the last years, have led us to a dire financial
situation. There are also shareholders who declare complete weakness and wish to leave the
cooperative.
We have partially analyzed our financial data, in an accounting manner and found the
following:
- The cooperative has no debt, but has meager finances for its next
obligations
- 92% of the members, (570 members ) owe between 0 and 2500 Euros

- 5% of the members (31 members ) owe between 2500 and 5.000 Euros
- 3% of the members (22 members) owe between 5.000 and 12.000 Euros
We believe that even though there is a general financial weakness, compared to 15 years
ago and at the same time an increase to the cost of living, if we meet up some of the reasons
– goals, that have been aforementioned as well as a more organized and fair collection
method, we have many chances to see the beginning of the realization of our vision.
Of course, we do not think that the group of 3% members (22 members) can contribute
anymore and it is logical that they should be liquidated as members, as our statute provides.
Also the group of 5% members (31 members) will find it quite difficult to zero their debt and
they must be asked if they wish to remain.
It must be noted that there is a slight interest regarding the purchase of shares.
However we believe that the group of the 92% members (570 members), will be able with
the appropriate settlement, to pay off their debts over a period of at least two years.
It should be noted that at this time there is some faint interest in buying shares.
With this analysis, any weakness is clear, which in our opinion cannot be completely
negative regarding the course of our cooperative.
We would also like to inform you, that there is a recently spreading proposal, which refers to
the sale of the entire area of the cooperative, but without the existence of the existence –
preservation of the urban study. This choice is not easy – despite the fact that some of the
members state that they want it – because it requires the canceling of the urban study
(which is a state law) selling our land as a plot of land!! and many others which will clearly
be analyzed in our General Assembly.
We all understand that this Assembly has a pivotal nature regarding the course of the
cooperative. Any dealing of the upcoming stages of our cooperative cannot be loose. It will
be a real battle for the realization of our initial dream or its abolition.
Let us see what the majority of the members ask …… it is the time for the ultimate
responsibility of all of us.

To all the members of POSENI
Dear friends,
With this letter we would like to inform you about the course of the effort being taken
in this period in our Cooperative.
- after returning to a relative normality, these past few months, the work of our
researchers was intensified, regarding the implementation studies of the
infrastructure projects. Which means all that is required in order to begin at
some point the projects, accompanied of course by the most desired lottery of
the plots.
- however there has been an additional delay of the continuation of the studies,
as we had been rightly awaiting for the posting of forest maps in our area and
the pre- posting of the cadastre, where it was found that they affect at some
points our approved urban study. Our technician along with our attorney are
trying to solve these issues both for the plots that belong to our urban unit, as
well as the areas that are not in our urban unit (is outside the settlements)
where there are pending situations and encroachments but also because they
consider several of our areas as forests!!!
- specifically in the pre-posting of the registry and after an investigation carried
out by the competent engineer and our attorney:

 From our properties located within the urban planning area with a total area of
about 629 acres:

- it is attributed as our property approximately 615 acres.
- they are presented as third party properties or differences in boundaries
at 12 points of the urban planning study with a total area of about 14
acres and

 From our properties located outside the urban planning area (outside the
settlement) with a total surface of about 110 acres:
- we are attributed as our net property just 10,5 acres.
- Presented as forest approximately 58 acres (as public property)
- declared in the names of third parties (trampled) or differences in the
boundaries about 42 acres, for which we legally turn in order to clarify them in
the interest of the Cooperative.
- As a result, in order to preserve the efforts of all these years, we need to
defend our rights regarding the land which appear as claimed by third parties.
This will be easily settled in some simple situations through the objections we
have already filed with the Land Registry, but in many difficult cases it will
only happen by filing lawsuits against all those who have violated our rights
by illegally declaring parts of the cooperative as their own. The exercise of
these lawsuits is the only way because only by issuing a court decision or
drawing up a compromise settlement report we can be certain that the
encroachments from our neighbours will stop permanently.
Despite all these last news the implementation studies have advanced, having
reached in most of the studies, more than the 60%, having as completion and
submission points for the approval at Regional level, the end of the next December -
except of unexpected needs – so we will have the auction and quantity documents.
- We are making a great effort to be included to the NSRF program, the
financial coverage of all the γίνεται μεγάλη προσπάθεια να πετύχουμε την
ένταξη στο πρόγραμμα ΕΣΠΑ , the financial coverage of all biological
sewerage, water supply and irrigation projects up to the completion of
infrastructure projects. Should we succeed, our contribution to the cost of
infrastructure will be significantly reduced.
- A collective method is being made to forward our request to the government ,
in order to institutionally reduce to 40% the required total cost of the

infrastructure projects and to proceed with the final distribution of the plots.
Today with the current regime the 70% of the total infrastructure projects must
be completed, a cost that we will know almost precisely, with the completion
of the auction documents. We consider that we can achieve the above
(Inclusion to the NSRF and reduction to 40%), given the constant financial
downturn and crisis in the commercial sector, as well as the further income
reduction due to the pandemic. After all the construction cooperatives,
especially in this era they can make a decisive contribution to the desired
development of our country and mostly our area.
We believe we are now in a better situation, regarding the problem of the pandemic,
so unless something changes, the general condition will most likely improve. Of
course general problems, as well as ones in our industry, still exist due to the
alterations of the social and financial network of our society.
This letter has two basic goal:
- To inform you about the course of the Cooperative on basic issues, such as
course of studies, cadastre, forestry and others.

at the same time. Then the Assembly will compulsorily commence its

Everyone’s attendance on the 15 th December 2021 is compulsory.
